Layer in the slow cooker
- Place the sliced flank steak into the slow cooker in an even layer.
- Top with the sliced bell peppers, onion, and minced garlic so the vegetables are spread across the steak.
Build and cook the sauce
- Whisk together soy sauce, beef broth, brown sugar, rice vinegar, and grated ginger, then pour the mixture over the steak and vegetables.
- Cook on LOW for 5–6 hours until the steak is tender, or on HIGH for 2.5–3 hours until the steak is tender.
Thicken and serve
- Whisk cornstarch with cold water until smooth, then stir it into the slow cooker.
- Cook on HIGH for 15 minutes until the sauce thickens and coats the steak.
- Serve the pepper steak over cooked white rice and garnish with sesame seeds and green onions.
Notes
For the most tender results, slice the flank steak thinly against the grain and try not to over-stir during the first cook. Refrigerate leftovers in a sealed container for up to 3 days; reheat gently until steaming.
